Higher Education in Wales: An account of devolution to date and an outline of current policy developments

Devolution of higher education policy making from UK Government departments and their agencies to the governments of the four nations of the United Kingdom (England, Northern Ireland, Scotland and Wales) has been the subjects of surprisingly little university based research or indeed comment within the higher education press over recent years.

The presentation which will provide a focus for this seminar aims to outline key features of the higher education system in Wales and to comment on developments in this system within the wider context of changes in higher education policy in the United Kingdom and other constituent nations over the last twenty years. In this presentation devolution is seen as a process which has built on existing patterns of difference and similarity in policy between Wales, England and other nations within the UK. Key components of the higher education policy mix which will be considered in the presentation include: a) access and admissions, b) the quality assurance of learning and teaching, c) research assessment, d) knowledge exchange, e) international engagement, f) student finance, g) higher education funding and finally, h) institutional governance and oversight.
