Evaluating policies - not just programmes or projects

Recently appointed Professor of Evaluation Research based in the Department of Educational Research and also a Fellow of the Institute of Advanced Studies.
There is a growing expectation that evaluators should evaluate policies and even laws as well as programmes and projects. Yet evaluation as a practice has been built mainly on project and programme foundations. Elliot Stern will discuss the challenges of evaluating policies including the different logics—'top -down'/linear, and 'bottom up'/iterative that inform different policy models; and how policy evaluation is shaped by the changing nature of contemporary policy making and public management—including the emergence of new policy instruments based on partnership, consensus building and negotiation. Elliot will also suggest what can and cannot be expected from evaluations at the policy level.
