What best describes an 'emergent' property?

None has given a definition of 'emergent' which everybody agrees is common ground. (1) seems unpromising though because it would make 'emergence' depend on thought. If we think of 'wetness' as our example of an emergent property (3) seems wrong (because wetness can be 'observed' alright) and (2) seems right. (4) is perhaps a little touched?
