Abstract:

In this study, we investigate the effects of London's Low Emission Zone (LEZ) and Central London's Ultra-Low Emission Zone (ULEZ) on hospital admissions. We use England's Hospital Episode Statistics

(HES) and difference-in-differences approach. Exploiting the time of introduction of LEZ and ULEZ, we compare exposed areas in Greater London and Central London to comparable unexposed areas in England. We find that hospitalizations in emergency and admitted patient care admissions for respiratory and heart conditions decreased after the implementation of LEZ and ULEZ in London and Central London.
