Laura is an Industrial and Systems Engineering Professor at the University of Wisconsin-Madison. At the time of the masterclass, Laura was on sabbatical in Germany at RWTH Aachen University. Her research focusses on applied optimisation in the public sector in the US; applications include homeland security, disasters, emergency response, public services and healthcare. Following a period of civil unrest during the 1960s in the US, cities faced many challenges: crime, fire alarms. solid waste and drug use. Dr. Al Blumstein chaired the Commission&#8217;s Science and Technology Task Force (CMU) to address fundamental societal problems. With no extra money in the budget for public sector organisations, an increase in problem size meant there was only one solution: <strong>Operational Research<\/strong>. This is when the golden age of public safety research began.<\/span><\/p>\n<p><\/p>\n<p><\/p>\n<p>Following this, some early contributions to public sector OR were made.\u00a0<span style=\"font-size: 1.125rem\">Much of this research was put into practice and influenced policy. It can include problems in the following areas:<\/p>\n<p><\/p>\n<p><\/p>\n<ul class=\"wp-block-list\">\n<li>Public health and safety <br \/><em>Police, fire, emergency services and public health<\/em><\/li>\n<li>Community development<br \/><em>Planning, transportation<\/em><\/li>\n<li>Human services<br \/><em>Public assistance, welfare, drugs and alcohol treatment, homeless services<\/em><\/li>\n<li>Nonprofit management<br \/><em>Management of community-oriented service providers<\/em><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>Developing models to deal with these issues often involves multiple stakeholders or decision-makers and requires many objectives, often with conflicting aims. These models should aim to balance equity with efficiency, whilst remaining below some predetermined budget. Here are some examples of such models:<\/p>\n<p><\/p>\n<p><\/p>\n<ul class=\"wp-block-list\">\n<li>Food bank distribution networks,<\/li>\n<li>Airport location or expansion using multi-criteria decision analysis,<\/li>\n<li>Military procurement decisions,<\/li>\n<li>Delivering relief aid,<\/li>\n<li>Post-disaster reconstruction,<\/li>\n<li>School bus schedules,<\/li>\n<li>Public library location and management,<\/li>\n<li>Undesirable facility location and management,<\/li>\n<li>Public transport routes.<\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>In the following sections, I will outline examples of public sector OR models that Laura presented during the data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Small Scale: Facility Location Models<\/h2>\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-ba4f92c elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"ba4f92c\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><\/p>\n<p><span style=\"font-size: 1.125rem;color: #7a7a7a\">Suppose we want to site <\/span><em style=\"font-size: 1.125rem;color: #7a7a7a\">p<\/em><span style=\"font-size: 1.125rem;color: #7a7a7a\"> ambulances at stations in a region to &#8220;cover&#8221; the most calls in 9 minutes. Here, there are two decisions to make: where to locate the stations and which calls are assigned to which station? This is modelled as an optimisation problem to achieve some balance between cost and service. Here, we maximise or minimise an objective subject to capacity constraints. Specifically, we consider a discrete problem where the locations are at predefined points using an integer program. In this problem, there are multiple distance criteria:<\/span><\/p>\n<p><\/p>\n<p><\/p>\n<ul class=\"wp-block-list\">\n<li>The<strong> total distance<\/strong> between calls and their assigned stations (this is usually <strong>demand weighted<\/strong>),<\/li>\n<li>The<strong> maximum distance<\/strong> between a call and its assigned station,<\/li>\n<li>The <strong>coverage <\/strong>&#8211; this is the number of calls covered if the distance is within some specified radius.<\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>The model must also restrict the number of stations being built by considering the <strong>fixed cost<\/strong> associated with opening an ambulance station (including construction, leasing and labour costs). Remember: we want no more than <em>p <\/em>stations. Laura presented 5 models:<\/p>\n<p><\/p>\n<p><\/p>\n<ul class=\"wp-block-list\">\n<li>(Uncapacitated) Fixed-charge location problem:<br \/><em><strong>minimise <\/strong>fixed cost + demand weighted distance<br \/><\/em><\/li>\n<li>P-median problem:<br \/><em><strong>minimise <\/strong>demand weights distance<br \/><strong>such that<\/strong> locate less than p stations<br \/><\/em><\/li>\n<li>P-center problem:<br \/><em><strong>minimise <\/strong>maximum distance <br \/><strong>such that <\/strong>locate less than p stations<br \/><\/em><\/li>\n<li>Set covering location problem:<br \/><em><strong>minimise <\/strong>number of stations<br \/><strong>such that<\/strong> cover all calls<br \/><\/em><\/li>\n<li>Maximum covering location problem:<br \/><em><strong>maximise <\/strong>covered demands<br \/><strong>such that<\/strong> locate less than p stations <\/em><\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>These models must also ensure that all calls are satisfied and calls are not assigned to a closed station. In order to cover the most calls in 9 minutes, the maximum coverage problem poses most appropriate. However, there are additional features that could be included to improve the model:<\/p>\n<p><\/p>\n<p><\/p>\n<ul class=\"wp-block-list\">\n<li>Different call volumes at different locations,<\/li>\n<li>Non-deterministic travel times,<\/li>\n<li>Each ambulance responds to the same number of calls,<\/li>\n<li>Ambulances are not always available to backup coverage.<\/li>\n<\/ul>\n<p><\/p>\n<p><\/p>\n<p>Even when these additional features are accounted for in the model, there still remains two sources of uncertainty: ambulance unavailability and probabilistic travel times. Disasters can include those that are natural (e.g. earthquakes, droughts, tsunamis, etc.), terrorist induced (e.g. cyber attacks or nuclear blasts), technological and accidental (e.g. nuclear power plants or power outages).
