Lancaster public forum to examine grey zone warfare
How do states use cyber-attacks and other forms of disruption to put pressure on rivals without resorting to overt military action? Lancaster University’s Centre for War and Diplomacy will bring together an international panel to discuss grey zone warfare at The Storey in Lancaster on Wednesday 18 November 2026, from 5.30pm to 7pm.
The free public forum, ‘The Great Powers and the UK in the Grey Zone’, is part of the 2026 Lancaster Defence and Security Dialogue. Panellists will discuss how grey zone tactics have evolved, how the UK and other powers are adapting, and what forms these tactics might take in the future.
Simon Cook, Professor in Practice at Lancaster University, will moderate the discussion. The panel will feature:
• Dr Una Aleksandra Bērziņa-Čerenkova, Director of the Latvian Institute of International Affairs
• Samuël Kruizinga, Associate Professor at the University of Amsterdam
• Dr Philip Shetler-Jones, Senior Research Fellow for Indo-Pacific Security in the International Security team at the Royal United Services Institute (RUSI)
• Cindy Yu, columnist and contributing editor at The Times and The Sunday Times
Attendance is free and registration is required.
