Lancaster University's Health and Care Evaluation Facility

Our new evaluation facility draws upon Lancaster University’s academic excellence to support the evaluation of health services, interventions and innovative projects that aim to improve health and wellbeing.

The facility was established to meet the growing demand for robust evaluation from local, regional, and national partners - a demand which has also becoming increasingly common in national and international funding calls.

By connecting Lancaster University’s academic expertise with real-world evaluation opportunities, we support the design of rigorous evaluations which align with our research strengths.

What is evaluation?

Evaluation is a structured way of finding out whether a project, service, product, or policy is working - and why. It helps us understand not just what is happening, but how and why it happened, for who and in what context. Evaluation can explore how something is being delivered, what difference it’s making and whether it’s a good use of resources.

By building understanding of what works (or doesn’t work), and under what conditions, evaluation can provide valuable insights and recommendations, highlight areas for improvement and guide decisions about future delivery.

Our evaluation facility connects organisations with Lancaster University’s academic expertise to support the design and delivery of high-quality, independent evaluation. We work in partnership with those commissioning evaluation to shape approaches which are constructive, proportionate and aligned with organisational aims and values.

Drawing on expertise from across Lancaster University’s faculties and departments - including Health and Medicine, Science and Technology, the Management School and Arts and Social Sciences - the facility supports the evaluation of health services, technologies and innovative initiatives across all sectors.

Evaluation offers a valuable opportunity to foster collaborations with external partners, apply research expertise to real-world challenges and generate meaningful impact. It can also enhance academic portfolios through applied research outputs and contributions to evidence-informed practice.

We provide opportunities for academics to lead or support externally-funded evaluation projects - opening avenues for impactful research outputs. Colleagues from the evaluation facility can also act as critical friends, helping embed high-quality evaluation into research grant proposals to ensure they deliver meaningful insights.

Our approach

We take a broad view of ‘health and care,’ acknowledging the wide range of social, economic and environmental factors which influence health outcomes. Our evaluations extend beyond healthcare services and innovations, encompassing projects and initiatives which promote physical and mental wellbeing, as well as healthier communities and environments.

At the heart of our work are evidence-based decision-making, public involvement, and participatory approaches - ensuring our evaluations deliver meaningful insights and real-world impact.

Based within the Health Partnerships Team at the Health Innovation Campus, the evaluation facility is uniquely positioned to foster collaboration and connect experts to improve health outcomes.

Meet the team

Gemma Coupe - Facility Manager

Gemma joins the Health Partnerships Team having previously been Impact Manager for the £13.2m Beyond Imagination project in ImaginationLancaster. She brings experience of partnership development, project management and facilitating co-design projects with the public and third sector.

Dr Amanda Seims - Evaluation Fellow

Prior to joining Lancaster University, Amanda worked within the Bradford Institute for Health Research as a Senior Research Fellow on the Join Us: Move, Play (JU:MP) Sport England-funded local delivery pilot, which focused on increasing children’s physical activity in Bradford through a whole-systems approach. Previous roles include NHS service evaluation and men’s health and sports performance research.
