Dr Muhammad Bilal

Dr Muhammad Bilal is a Senior Lecturer (Associate Professor) in the School of Computing and Communications at Lancaster University. His current research investigates how future digital infrastructure can sense, reason, and act while remaining safe, verifiable, and resilient. His work encompasses trustworthy autonomous networks, certified control of intelligent network systems, agentic network operations, AI-enabled cybersecurity, neuromorphic and spiking approaches to networking, and secure 6G and emerging network infrastructures. A central theme of his research is the design of adaptive networked systems that can operate under uncertainty while preserving safety, performance, privacy, and operational trust.
Dr Bilal received his PhD in Information and Communication Network Engineering from the University of Science and Technology, Korea, at the Electronics and Telecommunications Research Institute campus, in 2017. He subsequently worked as a Postdoctoral Research Fellow at Korea University’s Smart Quantum Communication Center. Before joining Lancaster University in 2023, he was an Associate Professor at Hankuk University of Foreign Studies, South Korea. His research has been supported through national and international programmes in Korea and China and has resulted in more than 200 peer-reviewed publications in international journals and conferences, together with granted patents in the United States and Korea.
He serves on the editorial boards of several international journals, including IEEE Transactions on Cybernetics, IEEE Transactions on Systems, Man, and Cybernetics: Systems, IEEE Transactions on Intelligent Transportation Systems, and IEEE Internet of Things Journal. He also contributes extensively to the organisation of international conferences, including service on the Technical Program Committees of IEEE ICC, IEEE VTC, IEEE CNC, and IEEE INFOCOM. He has served as Symposium Chair for ACM SIGTrust 2026, Track Chair for IEEE AIoT 2026, and General Chair of IEEE DSS 2026.
