The Council is the Governing body of the University.

The Council has use of the Common Seal of the University, and its main function is to manage and administer all the revenue and property of the University with consideration of comments and representations from the Court and Senate about the affairs of the University.

Council allows for a maximum of 24 members.

The Pro-Chancellor, the Vice-Chancellor and the President of the Students' Union are all ex-officio members.
The remaining membership is comprised of appointed persons from both within and outside the University. A member is also appointed solely by Lancaster City Council.
