Research Interests

I specialize in research, writing, and public engagement internationally on hate crime and hate speech. To inform policy and practice, I apply a victim-centred approach to the harms of hate. Since partial retirement from teaching at Lancaster University in 2018, and then fully in 2020, I continue to work as a consultant to NGOs and equality organisations. In 2018-19, I completed a national Hate Crime Victimization Survey in the Republic of North Macedonia for the OSCE Mission to Skopje. In 2019-20 I advised the OSCE Office for Democratic Institutions and Human Rights on the drafting of their guide to Understanding the Needs of Hate Crime Victims. And in 2021 I drafted their Model Quality Standards for Hate Crime Victim Support. I am currently working on a hate crime victimization survey in Kosovo for the OSCE Mission in Kosovo.
