Foreign Influence Registration Scheme (FIRS)

The Foreign Influence Registration Scheme (FIRS) comes into effect on 1 July 2025, under the National Security Act 2023.

What is FIRS?

The UK's new Foreign Influence Registration Scheme (FIRS), established under Part 4 of the National Security Act 2023, aims to enhance transparency regarding foreign influence in the UK and bolster national security against state threats. It introduces a two-tier registration system for individuals and organisations undertaking activities at the direction of a "foreign power."

From an academic perspective, FIRS introduces a new layer of compliance and scrutiny for international collaborations, particularly those involving states identified as posing higher national security risks.

From the 1 July 2025 organisations and individuals have a legal obligation to comply with the scheme. Failure to register when required constitutes a serious criminal offence with a maximum penalty of 5 years imprisonment.

Implications for Academia and Research

The FIRS has specific guidance for the higher education and the research sector, acknowledging the unique nature of international collaboration. While genuine academic collaboration or generic requests are unlikely to be captured, activities that constitute "direction" by a foreign power to influence UK public or political life, or are undertaken for specified foreign powers, may require registration. This includes certain research projects, funding arrangements, and engagement with public officials or parliamentary bodies.

Exemptions exist for certain activities, such as genuinely independent research where the foreign power's involvement does not constitute "direction."
