Profile

Dr. Raul Alfaro-Pelico is a Senior Research Fellow, School of Engineering, Lancaster University Renewable Energy Group.

His work applies sequential decision-making and de-risking models to address barriers of investment in energy and sustainable development using the Lancaster University North-West Hydro Resource Model.

Raul draws on decades of sustainability leadership and investment partnership catalysing finance for low-emission growth, blue and green economy, trade and industry decarbonization, resilient and inclusive infrastructure at multinational companies, multilateral entities, government, academia, research and NGOs.

Main research, consulting and commissioned assignments cut across the energy transition and innovation, ecology restoration and conservation, and the economy-wide effects of climate change mitigation and adaptation, including themes such as sustainable energy risk mitigation, transition minerals and metals, urban and ocean transformation, trade and green industrialization.

These assignments are supported by climate funds (Green Climate Fund, Global Environment Facility, Climate Investment Funds, Rockefeller Philanthropy Advisors); development banks (World Bank, African Development Bank, International Finance Corporation, Inter-American Development Bank); international organizations (EU, AUC, UNDP, IRENA, UNCTAD, SEforAll); member states, think-tanks and non-state actors.

Beyond Lancaster University Raul has +25 years of global expertise, including roles such as Director, Knowledge, Policy & Finance Centre (International Renewable Energy Agency); Senior Director, Energy Transition Academy (Rocky Mountain Institute); Manager, Sustainability Leadership (Acciona); Manager, Environment & Natural Resources and CIF's Pilot Program for Climate Resilience (World Bank). He holds a PhD in Engineering, an MSc in Economics, a BA (Hons) in Business, and has lived in the UK, USA, UAE, Spain, Panama, Namibia and Equatorial Guinea.
